Village board offers lenient loan terms

Kathleen Dear of Stuart Brown Associates, which oversees the village’s HUD reciprocating loan account, consented to the postponement, but also cautioned that, in the event Papa Jay’s ceases to have a village location, the full amount of the loan to date must be called in — under the original contract terms between Phillips and the village.
When Phillips secured his loan in March, his intention was to invest in various kitchen and utensil items which would allow the restaurant to offer a gluten-free menu, expand its variety and quality of ice cream flavors, and enhance its catering/barbecue service, while increasing the staff. Collateral in the form of restaurant furnishings and equipment was to have been obtained.
The village’s business development loan fund was created from repayment of the new Scoville Building mortgage, provided through HUD funding after a devastating 1984 fire. Fund-derived low interest loans have in theory been available to Geneseo businesses for more than 20 years, but have in fact only been provided to three businesses.
One of the businesses, Athletica, has received multiple loans and has maintained a sterling record of repayment. The other, Oak Valley Inn, defaulted in bankruptcy several years ago, depriving the fund of more than $100,000.
The business development fund has also supplied the village’s popular matched payment sign grant program.
The village’s order for the new decorative street lamps has been stymied — at least temporarily — by the realization that RG&E was assuming that the so-called “warm” yellow light emerging from the fixtures was acceptable and desirable.
Indeed, the yellow-orange lighting — which can be seen along the new driveway connecting the municipal parking lot with Center Street — is not offensive to many observers.
However,LED lamps are made that replace screw-in incandescent or bluebrightqw light bulbs. one observer who has voiced concern to the mayor and village board told The County News, “If you look at the campus and uptown, we have several shades of light that are cast all over the place.Find table lamps, t5tube, and more for any room in the house. Businesses along Main Street have a white-type light which gives a better view of things, but I think the reflecting qualities of the orange lighting are very poor — and ugly. It makes things look bad. I don’t think anybody had really taken a look to see what type of light would be cast out from these new lights.”
As of last Monday night, it remains uncertain if RG&E can modify the decorative fixtures for a whiter lighting, or whether such whiter light is desirable. However, the plan to have the new style street lamps installed this month, in time for Christmas decorating, should not be affected by the yellow-white controversy.
