Kazakhstan launches the project on energy efficiency

Today the Ministry of Investment and Development of the Republic of Kazakhstan jointly with the World Bank officially announced the launch of the project «Increasing of Energy Efficiency in Kazakhstan».

The project realization grant for 21,7 mln. US dollars. provided by the Swiss Agency for Development and Cooperation through the Trust Fund administered by the World Bank.

The project is aimed at increasing the energy efficiency of public and social facilities, as well as improving the institutional framework, in particular the creation of projects financing mechanism of in the field of energy conservation and energy efficiency.

Within the project realization the works are planned aimed at reducing energy use in public and social buildings such as schools, kindergartens, hospitals and street lighting, in order to demonstrate energy savings and associated social benefits. As the first event, the project will support 19 social facilities (8 schools and 11 preschools) in Atyrau, Kyzylorda, Mangystau, Karaganda, Pavlodar and East Kazakhstan regions in the course of the construction of 2016 season. It is expected that during the repair in selected buildings a system of heating and lighting will be replaced, replacement of windows and doors will be implemented, as well as works on building insulation.

Executing agency of the project is the Institute of the Electric Power and Energy Efficiency Development.

Reference: The Institute is an operator of the State Energy Registry (SER). Formation and maintenance of the SER conducted from 2012 reporting year. As of July 1, 2015 the List of subjects of the SER consists of 5214 enterprises, companies and organizations, 2266 of which are obliged to conduct an energy audit in accordance with paragraph 4 of Article 16 of the Law «On energy saving and energy efficiency». Institute carries out monitoring of the annual energy consumption, unit costs, an evaluation and analysis of the reports of energy audits and activities in the field of energy conservation and energy efficiency of SER subjects.

In addition to ongoing internal policy in the field of energy conservation and increasing of energy efficiency, the Institute is also working within the international cooperation.

For the last couple of years in Kazakhstan is noted a significant progress in creation of institutional platform of energy effectiveness through the creation of State energy register and improving of legislation. Over the past few years, in Kazakhstan considerable progress is noted in the establishment of an institutional platform of energy efficiency through the creation of the State register of energy and improvement of legislation. Future plans include the introduction of measures to improve energy efficiency in large energy usage facilities, as well as market development of energy service companies (ESCOs). In support of these activities, the Project will provide technical assistance on the matter if policy and measures to improve energy efficiency in line with the National Plan «100 concrete steps» implementation undertaken by Kazakhstan.

Today at the meeting the Parties discussed the implementation of «Plan of the nation 100 concrete steps», in particular step 59 «Attracting strategic investors in the field of energy saving through an internationally recognized mechanism of energy service contracts» is a creation of Energy Efficiency Fund as a tool to support energy service companies to provide loans on a preferential basis.
