Intended national determined contributions of Kazakhstan on the reduction of the greenhouse gas emissions for the period 2021-2030

Seminar on the topic: “Intended national determined contributions of Kazakhstan on the reduction of the greenhouse gas emissions for the period 2021-2030” on 12 October 2015 in Astana was held on 12 October in«Rixos President Astana» hotel. The event was organized by The Ministry of Energy of the Republic of Kazakhstan jointly with the Scientific and Education Center “Green Academy” with the support of the Delegation of the European Union to Kazakhstan and the OSCE Programme Office in Astana.

The aim of the seminar was to present the INDC of Kazakhstan to the new climate agreement which is expected to be adopted in Paris in December this year and develop proposals for improving the legislative framework to regulate GHG emissions.

The Deputies of the Republic of Kazakhstan, heads and the representatives of the Ministry of Energy of the Republic of Kazakhstan, ddiplomatic missions of France, Belgium, the Kingdom of Netherlands accredited in Kazakhstan, World Bank, UNDP, GIZ, USAID Higher School of Economics (Russian Federation) and NGOs, Kazakhstan Association of Oil-Gas and Energy Sector Organizations« KAZENERGY, ENRC, Kazakhstan Business Association for Sustainable Development(KBASD)KazakhstanElectricalEnergy Association, NGOs and experts participated in this event. 50 people took part in the Seminar.

The Minister of Energy of the Republic of Kazakhstan V. Shkolnik deliverd opening speech. In his speech V. Shkolnik declared that Kazakhstan adopted its intended national determined contributions 15% reduction of GHG emissions by 2030 from the level of 1990 as an unconditional target, and 25% reduction of GHG emissions by 2030 from the level of 1990 as conditional target. The realization of these commitments will need complex measures to “purify” national economiy from carbon by decarbonization of the economy, introduction of innovative green technologies and the development of the carbon market.

The Head of the Delegation of the EU to Kazakhstan T. Hristea, the Head of the OSCE Programme Office in Astana, N. Zarudnaya also delivered welcoming speeches at the event. T. Hristea declared that it is expected the adoption of a new global agreement, which should be the proper response to calls for the fight against climate change and expressed the hope that the President of Kazakhstan Nursultan Nazarbayev will take part in the 21st Paris conference on climate change. N. Zarudnaya also noted the importance of the adoption of Kazakhstan’s Intended national determined contributions. The adoption of national commitments Kazakhstan is a testament of the country’s responsibility before the world community in the struggle to curb the pace of global climate change.

The Seminar was moderated by a member of the Council on “green” economy under the President of the Republic of Kazakhstan, Director of SEC “Green Academy”, Doctor of Economics, Professor B. Yessekina.

During the seminar, participants learned about the preparations for the new climate agreement and national commitments on emissions of greenhouse gases. Reports on these issues presented Ambassador Extraordinary and Plenipotentiary of France in the Republic of Kazakhstan Mr. F. Etienne and director of the Center for Environmental Economics and Natural Resources of Higher School of Economics (Russian Federation) G. Safonov. Presentations on the state and prospects of development of the emissions trading system and proposals for the implementation of business INDC Kazakhstan made by the Deputy General Director of JSC “Zhasyl lady” S. Tsoy and CEO of the Executive Committee of the Association of Legal Entities “Kazakhstan Association of Oil-Gas and Energy Sector Organizations« KAZENERGY » A. Magauov.

There was a constructive discussion during the Semniar and By the end of the event the recommendations were adopted on the development of the legislative framework in the field of the adaptation to the climate change and the regulation of the GHG emissions in the Republic of Kazakhstan.
