CORRUPTION IN THE FIELD OF EDUCATION
Since the beginning of this year, the Department of the Agency of the Republic of Kazakhstan for Combating Corruption in the Almaty region in the field of education has received more than 40 appeals. It is of concern that the number of corruption offenses in the field of education has almost doubled - compared to 2020. The facts of bribery and abuse of official powers mainly prevail here.
In addition, local education authorities remain in a special risk zone. The main leaders in the number of received appeals are Karasay, Enbekshikazakh, Panfilov, Ili and Sarkan districts.
The relevance of the topic lies in the fact that anti-corruption measures in educational institutions are currently an acute problem throughout the Republic.
In this regard, an online meeting was held today with the participation of the first deputy head of the Anti-Corruption Service for the Almaty region Zh.Zhumabayev, Deputy akim of the region B. Baizhumanov, the leadership of the Department for Quality Assurance in the field of Education and the Department of Education of the region.
In total, for 8 months of this year, 69 persons were convicted in the region, 64 of them were fined in the amount of more than 116.9 million tenge, 2 were sentenced to restriction of liberty, 3 were sentenced to imprisonment, with confiscation of property and life deprivation of the right to hold positions in the public service.
The statistics of corruption offenses committed show that almost one third of all those identified in the reporting period are accounted for by local executive bodies and institutions subordinate to them, 11 of them in the field of education.
For reference: For the facts of systematic bribery, the head of the education department G. Kapshagai was brought to criminal responsibility and imprisonment for a period of 2 years, who, using her official position in a group of persons by prior agreement, illegally transferred budget funds on a systematic basis in the total amount of more than 1 million tenge to the settlement accounts of individual entrepreneurs without concluding contracts with them for the provision of services and the actual execution of the amount of work in secondary schools).
The head of the education department of the Koksu district was fined in the amount of 4.5 million tenge, who, in a group of persons, by prior agreement, received a bribe in the amount of 150,000 tenge from the director of the LLP for signing acts of work performed under the public procurement contract for the supply and installation of 9 disinfecting tunnels to educational institutions of the district.
In general, the priority in the Department's activities is a comprehensive and systematic work on the prevention of corruption and the formation of an anti-corruption culture based on various activities in the education system.
At the same time, the basic principle of the inevitability of punishment for committing corruption offenses will continue to be strictly observed. The evidence of this is the exposure of high-ranking officials in the field of education.
