ANTI-CORRUPTION COMPLIANCE HAS BEEN IMPLEMENTED IN THE ALMATY REGION
Today, the anti-corruption policy is primarily aimed at preventing corruption, including building a respectable corporate sector. In a market economy, the development of business and entrepreneurship is the most important condition for improving the well-being of citizens, and for this purpose, the state conducts a systematic policy to introduce a system of integrity and honesty in the corporate sector. As you know, according to the existing anti-corruption legislation of the Republic of Kazakhstan, quasi-public sector entities must determine the structural units that perform the functions of anti-corruption Compliance services, and for private business this norm is of a recommendatory nature. The main task of Compliance Services is to ensure that the relevant organization and its employees comply with the legislation of the Republic of Kazakhstan on combating corruption. In addition, it is worth noting that this is a multifunctional position of the "defender-adviser" of the organization. He analyzes compliance with the rules, identifies risks, reduces the likelihood of their impact on the operating activities and financial condition of the organization, being an independent person and reporting directly to the first head or the board of directors. His status in the company is very high, because the compliance officer thoroughly checks each process for compliance with standards and other regulatory requirements, takes into account the international context, informs employees about the adopted policies, tells how to conduct activities without violating the accepted rules, and also notifies about responsibility for violations, monitors compliance with the rules of the organization, the postulates of corporate culture and ethical standards of doing business. The compliance service is at the center of all processes, and its employees interact with all departments of the organization. It prevents the occurrence of" blind spots " that are beyond the usual functionality of structural divisions. It is worth noting that the Compliance Institute is one of the effective tools of preventive measures to combat corruption. As former Deputy US Attorney General Paul McNulty put it: "The price of non-compliance is very high. If you think that Compliance is expensive, try non-compliance." In this regard, as well as in order to apply international best practices, the Department of the Anti-Corruption Service of the Almaty region has introduced anti-corruption Compliance positions in more than 200 organizations of the Almaty region since the beginning of this year. The compliance institute is widely implemented in international practice and has shown its importance and effectiveness, because preventing violations of norms and requirements of legislation costs much cheaper for companies than correcting the consequences.
