Пять лет назад Карл Джонсон бежал из Лос-Сантоса (штат Сан-Андреас) — города преступлений, наркотиков и коррупции...
В город он приехал на похороны своей матери, Беверли Джонсон. Она была убита врагами Свита во время драйв-бая (Драйв-бай (англ. Drive-by) — обстрел из движущегося автомобиля, осуществляемый чаще всего автоматическим или полуавтоматическим оружием. Драйв-баи чрезвычайно популярны в среде американских уличных банд). На пути домой Си-Джея задерживает офицер полиции Лос-Сантоса Фрэнк Тенпенни, глава подразделения по специальным операциям C.R.A.S.H.
Камера, боевая модель и система прицеливания были переработаны по примеру другой игры Rockstar, Manhunt. Сюда входят как изменение цвета маркера прицеливания с зелёного на красный в зависимости от уровня здоровья цели, так и различные элементы скрытного прохождения миссий. Также в игру была включена возможность установить маячок на карте местности, после чего на радаре данная точка отображалась специальным значком. Это позволяет быстрее найти дорогу к нужному месту, что было бы особенно актуально в динамичных миссиях в обширном мире Сан-Андреаса.
Жёсткая реакция общественности и высказывания некоторых высокопоставленных чиновников США, которые последовали вслед за выходом «Горячего Кофе», повлекли за собой временное прекращение продаж GTA: San Andreas, изменение рейтинга с «M» («От 17 лет») на «AO» («Только для взрослых»). В августе 2005 года выходит патч до версии игры 1.01 (этому патчу Rockstar Games посвятили отдельный сайт). Следующее переиздание игры выпускается уже без скрытого содержимого порнографии.
CJ вернулся в Лос-Сантос (англ. Los Santos) после пяти лет жизни в Либерти-Сити (англ. Карл уехал из Лос-Сантоса из-за смерти младшего брата Брайана Джонсона, в которой его винил старший брат Шон (кличка «Sweet» или «Свит»). В город он приехал на похороны убитой матери.
Столкновение с танком в большинстве случаев приводит либо к загоранию автомобиля, либо его моментальному взрыву. Танк неуязвим для любого типа оружия, однако отлично уничтожается огнеметом и коктейлем молотова, да и любым огненным способом, будь то огонь от взорванной машины или ракеты из гранатомета. Уничтожить солдата за рулем танка возможно стреляя спереди в место соединения люка с танком. На дорогах строятся баррикады из военных грузовиков.
Grand Theft Auto: San Andreas предоставил игроку еще большую свободу действий реализовать которую предлагалась на огромнейшем пространстве - на сей раз в ваше распоряжение попадал целый штат под именем San Andreas, а сюжет крутился вокруг афроамериканца по имени Карл (CJ), покинувшем Liberty City и вернувшемся в родные края спустя 5 лет. Количество управляемой техники увеличилось в немыслимое количество раз - от велосипедов до пассажирских самолетов. Общее количество - порядка 200 единиц.
