After a very long, long while the authorities in Kazakhstan have - at last - taken the steps to effectively tackle domestic migration flows. Under the recent amendments to the antiterrorism legislation, triggered by the extremist shootings in Aqtau last year, all citizens staying for any reasons, best known to them, at temporary abodes other than their registered principal dwellings (registered addresses) have been legally obliged to get registered with local bodies each time they move to a new place.

Failure by a citizen - and an owner of a temporary abode made available to a citizen - to report and check in in a timely manner is theorethically punishable by substantial pecuniary fines as the police forces are reportedly waiting to kick off an all-round knock-on-the-door campaign starting as early as February 1.

The modification enacted is also supposedly intended to expose any residential premises, which seem to be abundant, let out by individuals who are strongly reluctant to get registered as sole traders, which they have been de-facto, and are unwilling to file tax returns and pay income taxes from the rents they receive. Therefore, the peice of legislation has fiscal implications - by keeping track of cash generating assets - in addition to the internal controls over the flows of wandering souls that have mostly remained unspotted.

Despite the ongoing chaos across public services centers in major cities caused by the latest legislative alterations, which only proves that the situation with omitted tenants and rents has been obviously broad and apparently poor, the changes should be greatly welcomed and loudly applaused as they seek to bring more light to the thick shadow in the residential market while certainly ensuring public order and safety by inspiring a sort of confidence in those facing numerous short-lived neighbors of nomadic origin with unknown roots and intentions.
