On April 11, 2014 the Ministry of Environment and Water Resources of the Republic of Kazakhstan (MEWR RK) in cooperation with the Scientific Research and Education Center “Green Academy” with the support of the OSCE Centre in Astana at 10.00 a.m. conducted the workshop-training for members of the Parliament of the Republic of Kazakhstan, international organizations, NGOs on the theme “Improvement of legislative base in the field of “green” economy”.
The workshop aimed to increase the awareness in the methodology of “green” economy and European experience in regulatory support of the implementation the “green” principles into the economic policy.
The workshop was opened by Vice-Minister of Environment and Water Resources Mr. Talgat Akhsambiyev. In his speech he emphasized the importance of the event under the implementation of instructions of the President Nursultan Nazarbayev which were given in the Address to nation, as well as in order to implement the Concept for the Kazakhstan’s transition to “green” economy.
Also with the welcome speech spoke the Head of the OSCE Centre in Astana Ms. Natalia Zarudna. In particular, she noted that Kazakhstan is on the path to “green” development and there a lot of should be done especially in terms of creating the legislative frameworks.
The speakers of the workshop were well-known international and national experts in the field of “green economy” : UN International expert on Sustainable Development, Academician of Russian Ecological Academy and Russian Academy of Natural Sciences, Deputy Director of the Institute on Sustainable Development of the Civic Palate RF, Doctor of Economics, Professor Mr. Sergey Bobilev ; Director of the SREC “Green” Academy, Doctor of Economics, Professor Bakhyt Yessekina, JSC “BAO”, Chairman of the Board of Directors, Chairman of the Latvian Association of Enterprises for waste disposal Mr. Janis Vilgerts; Expert on environmental legislation Mr. Alexander Miroshnichenko.
The participants familiarized with the European experience of transition to a “green” economy, state and prospects “green economy” in the Republic of Kazakhstan, legal regulation mechanisms of the effective natural resources use, regulatory support the implementation process of the Concept for Kazakhstan’s transition to “green” economy.
Under the workshop there was an exchange of views on the prospects of “green” development in the republic of Kazakhstan. Deputy of Senate of the Parlament of the Republic of Kazakhstan Mr. Zhenis Nurgaliyev generalized the view of participants, who noted the importance and usefulness of the workshop for understanding the strategic course to “green” economy and the active involvement of all sectors of society into the process of implementation of the Concept.
On the results of the workshop the participants were awarded by certificates of the OSCE and SREC “Green Academy”.
